Queen's Wharf Brisbane

Queen's Wharf Brisbane (QWB) is a $3.6 billion Integrated Resort Development (IRD) project that will put Brisbane firmly on the map as a global tourism, leisure and entertainment destination.

Project overview

On Monday 16 November 2015 the Queensland Government reached contractual close on the project, representing a key aspect of the final stage of the procurement process.

Destination Brisbane Consortium (DBC), a joint venture led by The Star Entertainment Group (formerly Echo Entertainment Group) and their Hong Kong based partners Far East Consortium and Chow Tai Fook Enterprises is now the contractor responsible for delivering the world-class tourism precinct in the heart of the Brisbane CBD.

The Queensland Government is working in partnership with DBC to deliver economic growth for Queensland with the creation of more than 2,000 jobs during peak construction and 8,000 jobs when the IRD is operational in late 2022.

Showcasing Brisbane to the world

The revitalised precinct will provide improved facilities for everyday use and public events to showcase Brisbane to locals and interstate and international visitors.

The Queen's Wharf Brisbane precinct marks where European settlement of Brisbane started over 190 years ago. The Queen's Wharf Brisbane area will become a hub that connects parts of the city including; the Botanic Gardens, the Queen Street Mall, the Cultural Precinct, South Bank, the Parliamentary Precinct and the Brisbane River.

The redevelopment area is state-owned land and is located between the Brisbane River and George Street and between Alice and Queen streets. The area contains heritage buildings, former government buildings and neglected riverfront land under the Riverside Expressway.

QWB offers a unique and vibrant new world city that attracts visitors and investment, reconnects the activity of the CBD to the river, preserves and celebrates Brisbane's heritage, and delivers high quality public spaces.

Queen's Wharf Brisbane will:

  • How can I be a part of Queen's Wharf Brisbane?

    Queen's Wharf Brisbane is a 5 to 7 year demolition and construction project.

    The Department of Innovation and Tourism Industry Development (DITID) along with DBC will continue to engage and provide information to businesses and the community as the development progresses.

  • What are the benefits to business?

    During QWB’s construction phase (approximately 2017 to 2024) the Queensland Investment Corporation (QIC) believes that a large number of other professions will benefit from the project including the retail trade, education, health, community services, wholesale, tourism, hospitality and professional services (e.g. architectural, engineering, technical, legal, accounting, advertising, management and consulting).

  • What will the government do with payments received?

    The Queensland Government will use revenue received to pay down state debt and the normal allocations of government.

  • What other opportunities is The Star Entertainment Group (TSEG) providing Queensland?

    A master plan concept has been created for The Star Gold Coast to provide future potential development options at the iconic Broadbeach landmark. The proposed master plan includes up to five new towers on Broadbeach Island. These would complement the existing resort, and the new six star all-suite luxury hotel tower ‘The Darling’ which opened in March 2018. The first new residential tower within the master plan was approved in December 2016 and works are underway. The future master plan is designed to complement QWB and provide an integrated tourism investment in South East Queensland.

    TSEG has announced that its head office will be expanded and relocated to Queensland, further increasing job opportunities for Queensland.

  • Was there ever a theatre proposed in the QWB precinct?

    There was an option in DBC’s bid for a theatre at QPAC. That option was not taken up. The proposal did not include a financial commitment to fund the ongoing operations of the theatre. The state also deemed that a private operator could impact on the profitability of QPAC, located across the Brisbane River, due to the competition and the private operators' programming.

    The Queensland Government, through Arts Queensland, embarked on a business case for a new theatre to ensure the state gets the best possible value-for-money outcome for Queensland. DBC contributed $250K towards a feasibility study on the development/location of a new theatre.

    The Queensland Government announced in May 2018 a new theatre will be constructed on the Playhouse Green site at the Queensland Performing Arts Centre (QPAC).

Completed milestones

  • May 2012: Announcement of the Government Precinct Redevelopment (now QWB)

  • March 2014: Expression of Interest
  • July to October 2014: Request for Detailed Proposals
  • November 2014 to July 2015: Assessment and Contract Negotiation with the final two proponents
  • July 2015: DBC announced as the preferred proponent for QWB
  • November 2015: Queensland Government and the DBC reach contractual close
  • January 2016 to January 2017: Preliminary site investigation works
  • 2017: Vacant possession of the precinct will be granted for DBC to access the site, decommission and demolition of non-heritage buildings, underground works
  • 2018: Excavation begins
    Commencement of Waterline Park and Mangrove Walk
  • 2019: Waterline Park and Mangrove Walk open, marine works commence along river edge,  excavation works completed and construction of The Landing commences
